IME if something is staticky on its own (as opposed to, say, a skirt that is staticky only when worn with tights, which is fixable by putting a layer like a slip in between) nothing will fix it. Things like hangers or dryer sheets will remove the existing static temporarily but if the item is prone to collecting static electricity, it will do so. Particularly in winter, even hair and skin get so dry that they can generate static that will transfer to those static-prone items.
So my advice is return it. Sorry.
This is why I avoid polar fleece like the plague by the way. It makes all my hair stand up and I've been known to zap people and things when wearing it.
