Anne, I had to laugh at the inclusion of the word “vigorous” in the exercise exception. I’m picturing somebody out there doing their best, but the mask police say it isn’t good enough. Cops & coaches in one!

FI, I know, That's exactly what people here were talking about too! At least in the running community. From other info, running is definitely vigorous. I hope bike riding is too, and I have certainly seen more cyclists out without masks today than earlier in the week. Our police too, have a policy of being compassionate about it. If you aren't wearing a mask, they'll give you one, and you are only then in trouble if you don't wear it then.
My husband, who is more of a softies than me, bought us all masks, last night to tide us over until the ordered ones arrive so no one has to endure my homemade ones.
