It has a lot to do with finding the correct fit and fabrication. Having a top that fits correctly in the shoulders is really important to get the neckline to hang properly. I've lucked into a couple that I really like ( they're probably more drape than cowl), but I don't go out of my way to seek out this style as I do find some of them to be too bulky or floppy.

I like them and have a few. Anything loose and floppy works for Boho, though.

The merino has nice drape without being too heavy.

I think it's the fidget factor that I dislike. I don't like having to constantly adjust things. Drives me batty.

La Pedestrianne--what you've said about having the cowl/drape fit in the shoulders is a lightbulb moment for me. I have two drape type cowls that don't work...I bought them to fit my bust without noting the shoulder fit. That's totally the issue!

And Donna I think you found the word -- structure-- or lack thereof why the roll neck cowls don't work for me. I gravitate to really structured clothing. Thinking about what Chewyspaghetti said about cowls working for a boho vibe makes sense.
