Ah it's so frustrating isn't it!? Glad to hear you have a pair on your way. I honestly can't comment on the frumpy factor bc IMHO I have to see it on the foot. I have a pair of the most comfortable sandals in the world (for me), of course the brand escapes me now, which look a bit frumpy not on the foot. But they aren't bad on. And the comfort factor trumps everything. I got mine at the local Ronson rack shop. This type of search is so tough online as a Canadian. I hope your pair works out for you

I love this shade of blue for you and know it would be incredibly versatile in your wardrobe. I don't think you could look frumpy if you tried
That having been said, the sandal itself could look frumpy but you won't know until you see it on your foot.
Don't settle yet! There has to be something better. Then again, when my feet hurt really bad, comfort trumps style. The trick is to get the perfect comfort + style combination. Keep looking.
