Vildy's explanation is good, but slouchy pants can be cropped, so length is not a prerequisite.
Suz, slouchy pants do not need to be tapered, and the crotch points can be excessively dropped.
The dropped crotch point causes room everywhere else on the fit - on the leg, seat and hip parts especially. Sometimes the legs are tapered, sometimes not. Sometimes the waistband is low and sometimes not. There can be extra slouch on the legs with extra length, but this is not so on cropped versions or shorts.
The crotch point MUST be dropped on slouchy jeans, shorts and trousers. If the crotch point is not dropped, they are not slouchy. Just baggy and extra roomy.
And then there are degrees of slouch. Some subtle and some severe.The photos below show quite severe slouching. Look at those dropped crotch points. Drapey fabric accentuates the slouch.
