Cindy, check out Urban Outfitters - BDG Cigarette jeans. They come in mid- and high-rise, and a variety of washes, for under $60. They are SUPER skinny. Real jeans, but they fit like leggings. I love mine and just duplicated them.
They do come quite long, but
1) They shrink (lengthwise) quite a bit. So if you ultimately decide to alter, don't have them hemmed until you have run them through the wash and dryer - a few times!!
2) To tuck into boots, I cuff the hem - just once - up to the desired length - different than rolling. Less bulky - only two layers. The denim isn't too thick and I am able to wear my tightest boots over these with no problem. Example:

... If I took off my boot, you'd see that the cuff is very wide - about half the entire length of my boot!
So even though my inseam is only about 28 inches, I have not had to alter these at all. They work tucked in, or scrunched with flats. I think I have as much 4-6 inches of additional length, but since the denim isn't that thick, it doesn't look odd when scrunched. I think you can see the amount of scrunch best here:

3) These are amazingly comfortable!! They have a lot of stretch, but miraculously do not bag out at all. Not even around your knee. I could sleep in these jeans.
The only drawback with these jeans is if you have (proportionately) big feet or ankles - it may be hard to get them on, since the ankle opening is tiny.
