I dunno, I see this problem everywhere, possibly related to cotton prices. I wouldn't really single them out. Angie even blogged a while back about the overall decline in quality in the industry.
FWIW, I just bought 2 silk tops there (which I returned for reasons unrelated to quality) and also own two silk dresses.
The shorts I recently got there by Fletcher & Lyell are also quite nice. Thick material, secure buttons. They are a little wrinkly but I guess that's to be expected with cotton.
I also tried a knit skirt by the Furies that Angie featured in her midi skirt post, but it was too long on me. I wish it had been a bit shorter because the fit, weight, and drape of the fabric were divine.
Sorry the dress doesn't fit the bill, but sometimes it's more about the design than anything. I could always go to Esprit or ATL for a cotton dress, but would it look like that? No doubt that finding natural fabrics at a decent price point with interesting designs is HARD. I have been struggling with this for years and have been making some progress bit by bit, but I had to invest a lot of time into it and as Angie always advises, I left no retail stone unturned.
