would it work on someone who is a little chesty?

Since it hits at the hip it would only work with skirts, right?

Thanks for the info Taffy! I tried it on at the store and it fits nice. I am even attracted to green, maybe I getting bored of the purples and greys I have been wearing recently. I am not sure if I am getting it, I am trying to figure out priorities on my wish list now.
