I think the problem with skinny pants that aren't jeans is that they can look goofy. Or at least, that has been my experience. What you definetly don't want is a tapered pant, which seems prevalent out there, and looks dated. Perhaps what you want isn't skinny pants but more of a straight leg pant? Just make sure they aren't tapered.
As for skinny *jeans* worn to work.... even though I can wear jeans to work and that's pretty much expected at my office, I only once wore skinny jeans tucked into boots to work. And I felt funny and self-concious about it!!!! I think they are just too form-fitting for an office environment. I much prefer bootcut, or even straight leg jeans. My favorite to wear to work are the Hutton trouser cut though.
As for the jacket, is it a jacket? It looks like a dress to me? My first thought was wear it with tights and boots. But if it's a jacket that probably won't work, huh?
Have you thought about taking it to a tailor to see what they can do with it? My first thought was that this reminds me of a style that was popular a long time ago - jacket over a sheath dress. Could that work? I would still get it tailored because it does look huge on you. Perhaps have them shorten the sleeves - to short sleeves. And tailor in the waist - a lot - so we can see your waist. Then pop a black sheath dress underneath, one that is same length as the jacket (have the jacket shortened if necessary). A pair of black tights and pumps or boots, and it could be awesome!
Actually an emerald green or red sheath could look very pretty too. Hmm, if you had the jacket tailored and the sleeves made into short-sleeves, I could see this worn over a printed wrap dress, unbuttoned, and with a belt. Sort of like the "boyfriend cardigan open and belted over a dress" look... except it's a jacket and not a cardigan?

You might want to even shorten it up to the same length as in this photo? For some reason I think this would look better short sleeve though. But maybe if you shortened it a lot, the long sleeves would be fine.
Anyway - that is what I would do. I'd get it some major tailoring and reinvent it, to wear over a sheath dress. It would probably cost a lot of $, and I would only do it if the quality of the fabric merited it. If the quality is there, then it could definetly be worth the tailoring. And of course, I'm assuming you have a sheath dress.
