This one used to be available in a red colour, and it's really nice on - wonder if it could be shortened in time? Or if the ruffle detail would interfere with shortening the dress? I can vouch that this dress in 'apple red' is stunning on, very fattering:

A bit hassle-y - but you could maybe phone your local David's Bridal store and see if they have any of these in red, in-store, in-stock and then decide from there if it can be shortened. Perhaps too much fuss this late in the game, but this is a pretty nice dress for the price.

David's Bridal is likely to have racks and racks of bridal party and guests of the wedding dresses on sale. When I was there last spring, helping someone shop for dresses, there were some really good deals on the sale racks for non-bride dresses.
I think I like that last one - it comes closest to what you were looking for. Still over $100 though. If I see anything else, I'll be sure to post it in here.
