Funny thing is a neighbouring state in India produces a lot of (indeed, almost exclusively) handloomed ikat textiles --- and we wear them in summer because the soft lightweight but dense cotton wicks away sweat on the hot, humid coast, in the monsoons because the thicker fabrication doesn't render clothes transparent when ou get soaked to the skin, and in winter again because they are warmer than lighter gauzy cottons! Ikat just reads as tribal/ethnic to me, and that fits in with the leather vest and fringe idea in my mind. </p> <p>Looking at the Wiki on the fabric, it seems like it has a strong association warmer areas (Central America, Thailand, India etc.) so that may be why it surfaces more in the summer.
