I LOVE the skirt, but while the shirt clearly picks up a blue from the skirt, my taste would be to wear a neutral dark top and accent with the stunning blue in a bracelet or something else on a smaller scale. I also see what Jonesy sees about the skirt asking for dark shoes. Other ideas would be to try the skirt with a denim blouse, which I could see potentially working with the blond boots. Even throwing on a denim jacket with your current ensemble might accommodate the vibe of the boots better. But Angie likes the combination as is, and I'm sure some of the people at the retreat would also, so the real question is how much do you love it? If it makes you feel happy and comfortable in your skin, go out and rock it. If you are feeling unsure, then it might be better to swap out either the boots or the blouse.
