Empire lines have a particular propensity for this. So all you'd need to emphasize is the absence of bump by weighing it down where I can't possibly (flattening over the belly) --- in this case, a long string of beads or a pendant that sits low (below the waistband) might do it, I think, or a vest that pushes the waistline down. I think that's what can steer it into the category of looking too much like maternity wear. If it had less gathering and hit at your natural waist instead, I feel like the tunic would not look as much like a maternity piece.
