Some of the local gypsy communities will wear an ankle length skirt like this with a collared mannish shirt, typically plain black, ivory or red. Others will wear simple shell tops in a single bright hue. Still others a contrasting tunic with bejewelled belt. Or a short draped or kimono style asymmetric top.
