To minimize static cling, I have success with running a dryer sheet on any undergarments and on the inside of the dress. I also have success with hand lotion. I apply lotion to my hands, then legs, or more frequently, tights. Try putting a couple of safety pins on the inner seams along the bottom where they will not be noticed. It works like the hanger trick only they stay in place and keep the static away all day. To remove static cling, try lightly wetting your hands and then brushing them over the surface of the dress. This should work as long as the material isn't a delicate, dry clean only fabric like some silks.
