We need a dose of your common sense, and more laid-back attitude. That's something trips to Africa have made me realise. So YES, I, personally, would wear sensible rainwear, especially in such a nice colour, but would have to buy it on a trip to London (where they wear rainwear more often than not!), or the US. Most folk here would simply carry an umbrella, which doesn't give much protection in a downpour, huh? Wish you lived nearer. I'd get you to work your magic on changing a few of my dresses into skirts. But then I really DO love structured paired with floaty (it's a sort of classic over here). I also love the shape of the jacket: it's nice to wear something "waisted" over a full skirt. Very Dior New-Look. A boxy jacket would never work. Talking of Dior, their new creative director Raf Simons has just brought out his first collection since taking the helm, and it's full of exactly what you've done!! Yep, honest! He's paying hommage to the Maestro's New Look with lots of cinched at the waist jackets and longer-length full skirts. So your look is officially "bang-on".
