First, everyone is counted to determine if their candidate will be viable, which was 15 percent of the people. &nbsp;Then everyone gathered into groups. &nbsp;If their group was too small, they had to regroup in what was called a second alignment. &nbsp;Then delegates for the county convention were chosen.
