This flared skirt is too puffy on top.  You can also try godet style of the skirt which hugs the hips and then flares past them  - it will give you flare without bulk. I like the way the tan in the leopard print echoes your hair and footwear -- bringing cohesion to the outfit. Plus, how can you go wrong with leopard and red? :-)  For #2, I think it is the type of flared skirt that is the problem. This one has fullness right from the top -- it is a tough shape for anyone to wear. And in your case, you are overall so slender and angular that it looks "planted" on, i.e. unnatural to you somehow. I tried it on, and ugh! I don't think I was made for flared skirts - at least not this style (pic 2). I look about 10 pounds heavier in the flared skirt! Back it goes.
