If the waistband is already elastic, it may just be that the elastic is worn out and needs to be replaced. These alterations should not be too hard. If there's so much room in the waist that you don't want to use elastic (i.e., it would cause too much gathering), then you might need to remove part of the waistband to narrow it (and you'd have to narrow the top of the skirt, too) and then replace the part of the waistband you took off.
