Any fluid top is a great option to keep the whole look fluid, especially with a semi-tuck and exposed arms for some extra structure. Fitted tops can also look good, especially with refined footwear. Oversized breezy sweaters or loose knit tees work well, as do breezy tanks with lightweight jackets over the top.
