I think you should stay away from anything longer than your knees for a formal event as it will bring emphasis to thin legs. You could try a nice A line skirt or dress and keep your colors bright as dark colors are usually slimming! Also layering might really help, so do consider a cardigan (with or without a belt) and a scarf too. For footwear, something sleek like kitten heels might work and if it's cold also tights. In my opinion, proportions are key and wearing clothes that fit you well look good no matter what! You could also play around with the way you belt an outfit, dropping the waist could be an option- Best of luck for your graduation and prom!

The attached pictures are only to give you some idea of a skirt that adds bulk and is above the knee and a couple of layering, belting ideas.

Ask around and maybe look at FB pages of girls at your school who have gone to past proms. Probably most are wearing short dresses. Dresses that are super gathered with wide hemlines like a ballerina type dress will make your legs look thinner due to the contrast. My DD wore short dresses to the junior prom and winter ball and a long one to the senior prom -- like the other girls at her school. YMMV.
