I have a very lightweight, unlined trench (in off-white) that I wear in the spring and summer when it rains here near Seattle. It definitely has a "summer vibe" to it so I don't feel like I'm wearing my winter clothes in summer. I don't carry an umbrella...but then I hardly carry an umbrella in fall and winter. Hoods are good!

Since I moved from California to SEattle, I have collected a large wardrobe of outerwear. Its all worn so much that I am getting good value for it all!

I spend a lot of time in England and just returned from three weeks there.
I took two coats with me, a beige London Fog hooded trench and a navy hooded anorak from Talbots. I made good use of both. Summers are generally cooler there so I needed a jacket of some sort almost every day and these two fit the bill. We did have a little rain on and off and they both held up well. I did wear the anorak when we went to Paris (where we had a downpour) and discovered that "water resistant" is not the same as "waterproof." However, downpours are not the norm so you should be fine with a light coat hooded, or not and an umbrella.

(I'm in Boston which weather wise is like NYC. We sometimes get really heavy summer thunderstorms in the afternoons that last a short time but dump a lot of rain).
I carry an umbrella if the weather shows any chance of rain, and if that chance is significant I will also sometimes bring a lightweight trench or raincoat. My current one is no longer very water resistant so I'm hunting for a new one. You really need technical fabric to get the best combo of lightweight AND waterproof, and it's hard to find one that doesn't look like gear!
I can't do the no umbrella thing. I wear specs and I can't see when they get rain splattered! There was one week earlier this month when I has just moved and my umbrellas were all still buried in a box somewhere,so I just used the trench. Drowned rat city, not fun.

(In England) I never carry an umbrella, I just check the likely weather if I am going out (I use the forecast.io/‎ app on my iPhone now), and hope for the best. There is no particular time of day when rain is more or less likely in Britain, and BTW, the yearly rainfall in London in inches is about half that of a hot and humid town in the South of America. In London it may rain often but the rain is usually (not always but usually) extremely light compared to the torrential downpours you get in the States.

If it rains unexpectedly while I'm out I just shelter in a shop until it passes, or get a bus home instead of walking. I personally have no trouble knowing what to wear in England. It is in the hot and humid and torrential downpour parts of America where I have no clue what to wear. (Do you dress for the searing heat or the hot-bath rain??) In England, if it looks like rain when I am going to be out and about, I wear a light trench coat, an avant-garde hoodie, or simply long sleeves instead of no sleeves. (In the winter I am likely to be wearing something on the warm side anyway.) If I have to be out in more-USA-style (HEAVY) rain I might borrow a waterproof hooded rain jacket, but the fact that I do not myself own such a garment should tell you something about the rain here!

The rain here is indeed on the cold side, not warm (and if it rains a lot and you get soaked, you might feel cold), but it is not an extreme cold: England (esp the South, where I live) is very mild and temperate. Dressing is much easier in Britain than in some parts of USA. You don't have to keep adding and removing layers etc. Compared to America, it never gets that hot or that cold, and nor does it feel humid, regular sprinkles of rain notwithstanding. I had never experienced that walking-in-a-warm-bath humidity until I went to America, and nor had I ever experienced hot rain until I went there.

I used to live in Pittsburgh, which is cool and perpetually cloudy in the summer. Of course it would pour at times, but usually it was just a constant drizzle, or the threat of one. I had an old umbrella in the car, but got very brazen about going without a slicker or an umbrella (it would only pour when I hadn't brought the umbrella with me of course). It was like a badge of honor to not worry about a few sprinkles.

I don't live in either of those cities but I live in a place that has a similar climate for parts of the year (i.e. it is like New York in the summer, and like London in the fall). So...in summer when it is hot and humid, I tend not to wear a raincoat but carry an umbrella. But I know other people who do wear raincoats or light rain ponchos in such weather.

In cooler temps I definitely wear a raincoat.

London summers tend to be much cooler than NY summers. It is rare to get high heat and humidity (although of course it does happen in some years.) So a lightweight raincoat would make sense. But not a heavy one.

I don't remember worrying about rain in England in the summer. You'd get your afternoon shower and go inside for a spell. Maybe there was a downpour or two and I'd wear a clear drugstore raincoat. But that was a long time ago. In Jamaica it was the same (island rain), but now it's different. It doesn't rain like that anymore!

Not from New York, but from the northeast, and I would have to say it really depends. In early spring, it is usually cool enough that you would wear a coat, and carry an umbrella. In the late spring and summer, usually just an umbrella. But sometimes if its really coming down, and the wind is howling, an umbrella won't hold up, then you just get wet. I also have a lightweight rain shell with vents that I will wear, it's truly gear, but its waterproof, and the vents are good in the warmer weather.

In tropical places like Hawaii & parts of Australia, it rains when it is hot. It is very humid & the style is casual so you just get wet. No worries. New York rains in the Spring & Summer too. Do you wear a light rain coat? Just an umbrella & no coat? Just get wet? Is it not really hot when it is raining in New York? What about the UK? Does it only rain on cooler Summer days? I know these places aren't really considered tropical.
