I agree shortening the sleeves would help, as would taking it in in back, but I also think the sleeves themselves would look way better if they were more slender and fitted to your arms. That will keep the jacket from overwhelming the dress even though it's more casual. Somewhere out there in jacket universe might be the perfect jacket that has no need for any changes, but as I am experiencing in putting together one outfit myself, sometimes I envision just the right thing--I could draw you a picture of the style, length, material and everything that I think should go with my outfit, but it's not turning up anywhere, so in this case I think you've done well--the blue-silver-white motif.
