The weather where I live is not nearly as bad as what you describe but we do get snow and for Winter I wear thicker and more moisturizing face creams and serums. I like Ahava.

				<description>&#060;p&#062;I also swear by Double Wear foundation by Estee Lauder. It doesn&#034;t transfer to my clothing. I use mascara on the upper lashes only, in case my eyes water. Lining right on the roots of lower lashes and smudging it in takes the place of the mascara. I use Urban Decay eyeliner pencil, it glides on well. Allows time to smudge and fudge a bit before setting and staying all day. I think my color is either ?SMOG? or ?ROACH? ????? Both are lighter browns.

And great reminders that hydration and multi-step moisturizing are both key to looking one’s best (and feeling energized, and preventing illness). I try to keep myself from taking super hot showers, as that dries out the skin, but sometimes I can’t resist. 				<description>&#060;p&#062;Another vote for tinted SPF or BB cream. When I'm in cold areas, I'll moisturize right out of the shower, then add BB cream about 30 minutes later (I need something daily to even out the freckles).&#038;nbsp;&#060;/p&#062;
&#060;p&#062;Also, you might want to carry makeup wipes with you - they can remove the stains on clothing if you still transfer some color.

&#060;p&#062;I’m in Chicago. I’ve given up on wearing foundation in the winter because the crazy wind and wet weather make my eyes water and run my makeup off. Plus, the dry air inside just makes me look cakey.  I use loads of moisturizer and sunscreen, and also use waterproof mascara. Lisa Watier and MAC PowerPoint eyeliners hold up well. My go-to Rimmel concealer that held up in this weather was discontinued, so I’m on the hunt for a new one that won’t streak.

				<description>&#060;p&#062;Wow, I'm surprised by how many people wear waterproof mascara on a day-to-day basis! I find it makes my lashes dry and brittle and irritates my already-sensitive eyes (wearing it and removing it!). I definitely wouldn't want to use it in the winter.&#060;/p&#062;
&#060;p&#062;I use a tinted SPF year round, hardly ever use foundation. It doesn't transfer nearly as much as a traditional foundation because the pigment is pretty minimal (but so is the coverage). I've never had a problem with it transferring, but I suspect it's still a good idea to let it fully set/absorb before putting on scarf/hat etc.&#038;nbsp;&#060;/p&#062;
&#060;p&#062;Setting sprays are pretty good for keeping make-up in place but as others have mentioned I've never met one that really holds up to abrasion (such as blowing your nose). I mean, you have to be able to get it off somehow! ;)&#038;nbsp;&#060;/p&#062;

				<description>&#060;p&#062;I used to keep a cushion foundation in my car or my purse for touch-ups, but most break me out so I haven't gotten a new one. A solid stick one is a good idea. I get the makeup worn off around the nose thing all the time in the winter, so I'm glad to read everyone's tips. I recently bought All Nighter spray and it seems to help with general long-lasting-ness, but it's no match for actual physical contact like with tissues.

&#060;p&#062;Re makeup rubbing off on scarves etc - it also happens around the inside edges of collars of coats and jackets....which is so gross. &#038;nbsp;I am so self-conscious of that, and constantly aware of it and monitoring it. &#038;nbsp;I try to remember not to put any makeup anywhere near my chin and neck in the winter - which is easier said than done. &#038;nbsp;Wish I could go without, but my skin is just not that even anymore at my advanced age  <span aria-hidden="true" class="emoticon emoticon-wink icon-emoticon-wink "></span>  &#038;nbsp;

&#060;p&#062;But IMHO (echoing what has already been said) skincare is #1.&#038;nbsp; Lots of moisturizer, and drinking lots of water through the day.&#060;/p&#062;

				<description>&#060;p&#062;I live in the very southern part of Sweden, very close to Denmark and Copenhagen. It is a coastal climate, rather humid and we never have extremely freezing temperatures. It is often very windy, so the temperatures feel colder than they actually are. As for my winter make-up routine, I use always foundation, but wintertime I prep with a thick layer of rich moisturizer (for mature skin, so it contains oils as well) and let it absorb a couple of minutes. My foundation (Double Wear from Esté Lauder) is virtually non-transferable, it is waterproof and with high coverage. It kind of seals in the moisturizer. The finish is mat, so no powder is needed on my skin. I think it would work in very cold weather too.&#038;nbsp;&#060;br /&#062;&#038;nbsp;&#038;nbsp;
