Collarless shirts have a very thin sharp v neckline when left slightly open. Shirts with lapels hang slightly open giving a wider v which I don't like. Also, I can wear collarless shirts completely closed under a jacket or sweater if I want to and they'll look great. I feel there is a whole different set of rules for very small chests above and beyond the rules for more average small chests. Becky, boat neck tops are okay, but only if I wear them with a vest or a bib necklace. I can wear crew neck tops in the same way, and crew necks are more versatile, so that's why boat neck tops aren't a staple for me. Nicole, the cropped cardigans I'm talking about are more like buttoned shrugs. I don't wear short cardigans that stop at the waist, but I do wear buttoned shrugs that stop at the base of the bust.

I try to accentuate the top and draw attention there--but always fitted styles. Length of shirts always at the hip. I try to wear the longest pants I can find with heels to lengthen the look.

I have two questions about your list.

Why no collars? I have a friend with a similar build, and she hates shirts with collars too.

Also, why the ultra cropped caridgans? I thought cardigans that stop right at the hip bone are universally flattering?

maybe a perfectly tailored jacket which fits straight on the shoulders. Put together with boot-cuts or a-line skirts.. gives a nice balance.

I'm a very exaggerated pear shape, in that I have 37" hips and aa cups. I'm also very short waisted and a little short. Here's what I consider to be the absolute basics of my wardrobe. Tell me if you disagree with my choices, or add your own ideas.
1)Fitted, collarless or mandarin collar shirts and shirtresses, especially with ruffles or pleating over the chest, and puff shoulders or bishop sleeves.
2)puff sleeve crew neck tees
3)tanks with deeply set-in shoulders (typical of racer back tanks)
4)Long sleeve tees with high shallow v-necks
5)low-rise bootcut and straight-leg pants
6)knee length a-line skirts
7) cowl-neck sweaters
8) extremely cropped (bust-length) cardigans
9) elaborate bib necklaces
10)chunky or very tailored vests with a deep narrow v and single button.
I try to avoid scoop necks, wide v's, tunics, tapered pants, drop shoulders, drop waists, cropped pants, and hmmm... stilletos and loose billowy shapes.
