Definitely thick opaque tights although I could see some dark tone on tone patterned hose too. I like Joy's ideas of a simple turtleneck - you can do this with a long pendant necklace, patterned tights and booties or oxfords for a sophisticated look. I could also see a ruffled button down with a cardigan, knee high boots. Because you have layers going on below your waist, you may want to keep the top to one color or neutrals and plain and fitted (the cuffs on the shorts seem to me to give volume there). I could see a black turtle-neck or V-neck sweater and maybe a long chain with a pendant, or a grey tweed short fitted jacket over a black or a white knit top or button-down shirt. Maybe add a bright scarf.
