The tights and cobalt blouse spiff up several notches and letting down the hem will finish the picture. If you haven't already accomplished it, or perhaps later on, it would be worth considering:</p> <p>Take the skirt to a tailor and have the hem faced about 2 or 2.5 inches with a luxurious fabric, maybe heavy satin or brocade, or something similar to the sleeve fabric. Solid black would be good, but making a facing will give the hem a more substantial weight and add a couture touch which you will enjoy wearing.
