I've never had an arctic air conditioning situation (although I can see how that would be annoying), but I used to work in this classroom where the thermostat seemed permanently stuck on high. The custodian tried to fix it and couldn't, and the school was so old that most of the windows had been painted shut, and the entire bank of windows faced east -- so on sunny days, the classroom was merrily heating up all morning.
