I don't think it's as flattering when your neck is bare. Your body type (long neck, short hair and regular shoulder line) tends to look best in items with collars (adds structure to the neck). The scarf and vest add neck structure to the jacket. Most of my wardrobe is formwork, and as I drive a desk, too long of sleeves rub and drive me insane. It's the same reason I don't wear bracelets or watches.
