Sheer often corresponds to evening / dressy, but with flats and a pencil skirt, styled for work, I would imagine it would be totally suitable. If you're really concerned, you could try it with black hose that are slightly less sheer, or with skin colored hose if you have some that are heavy enough to mute the bug bites.
