If I could wear sandals, I'd skip the leggings But I've got black ballet flats (patent leather) and could also make the leggings both shorter or longer. I think this will solve your proportion problem, they look a little long to me. I also would suggest a lower vamp shoe like a ballet flat or sandal. The sneakers are cute but maybe not ideal for this look (but I'm not a fan of sneaked and skirts so that's just my opinion.
