It's by Theodore Isaac Rubin, Overcoming Indecisiveness, and when I reread his material on why one decision is rarely better than another, I got the point of her method. He says that deciding is about being alive in the here and now and whatever decision we make, we ourselves make work because we invest ourselves in it.
