My shoulders are 38.5 or 39 inches around. I noticed that the sleeves on this jacket are basic: none of those typical zippers or other embellishments. If you wanted, you could try out a non-petite sized jacket to see if the waist fit is better. And if it were, then consider altering these sleeves, which would be an added cost, of course, but relatively straightforward.
