Exacly right! Great observation. I've digressed on this subject before because it was also my eye-opener in the past couple of years.

Not only shaft height, but how closely it fits to ankle. I have booties that have wider shafts and pants "hang up" unless they are wider-leg trousers or bootcuts.

So I'm in the same camp--I've rejected nice booties because my pants won't slide over them, and rejected pants if it seemed to require some kind of HEWI footwear.

Much akin to silhouettes and proportions and uniforms, I've figured out 3-4 combinations that work, and look for that in new pants or footwear. Even so, I put each item through its paces, trying on combinations to see if the item works and if it works well enough and with enough items to be versatile--maybe not a "universal fit" , possibly not even 3 combinations, but keep in mind whether it's a single-season look or specific heel height or can go with at least a couple of options. If there is a "single outfit" option it would have to be very fab or for a specific purpose not met by other options.

yesterday I wore my cognac ankle booties with olive straight leg jeans. I wore the jeans rolled just to have about 1 inch of leg showing. They are not long enough for slouch. When I got home I took a good look at this and discovered it was just really off. Now the pants are not wide exactly, just wider than skinnies at the bottom. Then I tried them with the higher shaft booties and it made all the difference.

There has been much discussion on here in the past about pants length, but I am discovering the width at the bottom and the footwear compatability are just as important as the length. The wider olive jeans seem to work only with higher shaft boots, and can work with sneakers without socks,,maybe flats and sandals,, but not with the lower ankle footwear. I am thinking this is something that has to be addressed with every combination of pants and footwear--as not all straight leg jeans or pants are the same width at the bottom, and there are lots of variables in shaft height of boots. This makes for more problems with getting a pleasing look.
