If she picked the skirt outfit you can use the dress for school pictures. DS started 1st grade this week and it wasn't as emotional (for me) as Kindergarten was. Take lots of pictures (so she can complain like I always did when my mother insisted - but now I do it to my kids of course). DD is only 3, but very adament about her clothing choices (NO BUTTONs on anything).
