I don't know the area, but I have listened to my dad talk a lot about how the various artists that have done his work. He says he tried to get an idea of the artists' styles online if possible, and then talked to his top choices in person, looking at the facility, trying to find references/online reviews, and getting artists to do some mock up sketches for him. The shop should be clean, professional, (and if you're like my dad) willing to talk about the sterilization of the needles and all that.
