If i am wearing shoes with some sort of sock or stockings it is shoes off and pad about in socks/stockings. However if I am wearing sandals or no socks I always have a pair of low cut socks in my bag to slip on. Most everyone is either wearing socks or carrying a special pair of slippers or socks in their bags.
