You will need at least one for fall which will tolerate reasonable cold and light snow. And you will need to get a really warm pair for the real winter at -20 C, wind, standing and waiting for buses, slush and deep snow.

I recommend getting out there in sept and oct when the boots come in and buy the bubble types, like a bubble coat, for the cold. let me know when the boots come in an I can recommend some...we will have the same shops here, like Eurosko, so I can check it out for you.

Always try on with a pair of socks you would use in winter and with pants tucked in to check the fit

and get the water proofing sprays they offer you

Yes, you can't go wrong with boots in Norway! You can probably get away with wearing some 'lighter' versions during the spring and summer as well (I come from Poland and it's been in low 60's there recently, I know people wore hats and scarves in the windy Baltic area.. hard t imagine for me as we've been hit with almost 100F - over 35C in the US...). I second flat or low heeled boots for comfort, they can be worn with skinny jeans, leggings, skirts, dressed up or down :). Make sure you measure your calf circumference, it's easy to buy boots for an average calf as most of them run 14-15" width at the boot opening, if you are blessed with narrow or wide calf, look for stretchy fabrics or adjustable buckles. Me myself, with barely 13" calf, managed to find only one pair of boots to wear with skirts or dresses.. The other ones I have are good for skinny jeans or thicker leggings, so there is no gaping at the top. Or slouchy styles, those can gap and look OK as well. Good luck in your search!

I love love love booties! They look so terribly adorable with a skirt or a dress, and they can be easily dressed up and down - currently; I am curating my little bootie collection and I have three pairs - brown, grey and black I suggest a small heeled pair (under 2") for the most versatility. I added on a flat pair, and a 3" pair to the collection, recently!

You can't go past a pair of slouchy flat-heeled boots for comfort and protection from cold/wet conditions with a casual outfit.
A heeled boot for dressier pants, skirts or dresses allows you to keep the lower legs warm too.
Booties are great because they enclose the foot as boots do but allow you to wear a wider pant or roll skinny jeans at the ankle.
I think it is worth spending a reasonable amount that you can afford on boots and consider leather for durability.
