When the stretch in cords is loose (i.e. they stretch easily) I've found that I have to go down a couple sizes, otherwise it's like my thighs are hanging out all over the place. If you can find a tighter stretch you should feel more comfortable. Maybe you could do a twill or colored denim instead and get a cord jacket for the texture that you want. About adding weight, I used to wear them as a teen (very casually) to purposefully visually add weight to a skinny frame. Juniors clothing tends to be cut differently and unfortunately quality control is not always up to par. This could explain the odd fit and differences between the two sizes.
