I don't think it looks too 80's at all. I'm a big fan of low slung hip belts and think they look especially nice with maxi skirts as in your second photo. If it's a cool belt buckle (like yours) I think they add a nice bit of visual interest to what could otherwise be a somewhat plain outfit. So I like how you've paired the belt and sandals, that have visually interesting elements, with the simple top and simple black skirts. I think it could have gone wrong with a different belt. On a sidenote: I really love your black leather skirt, and I think it's spot on. Maybe my trouble with the other skirt is it's white... and reminds me a little bit of the after-shower towel. I do still have trouble with acceptance of white. (ignore the white underlayer!  I was just too lazy to change it out to the black I want to wear with the top)   I was trying to see if I could bring a skirt tomorrow to change into after the baseball game I plan to wear shorts for.
