I would say, in my book, skinny legs are like the ones with the dotty peplum top, and Angie's and the ones I linked to, where the shape of the leg is seen all the way down.  And cigarette pants are like the ones you linked to, where the fabric doesn't skim in and show the shape at the knees, etc.

Also have the Gaps Black Cord (thin wale - almost like velvet) jean legging - these are divine, and very flattering.
