As a minimalist I like to push the sleeves out of the way so that they don't show. Too much going on otherwise.

There is no right or wrong - whatever tickles your fancy

I only wear a 3/4-sleeve jacket over a) sleeveless shell or b) slim fitted T. In b), the sleeves show but still look feminine (or can be pushed up under the sleeve w/o uncomfortable bulk).
There may be a clever scrunch or fold technique for long (woven) sleeves, but I don't know it (like what Janet describes--I like the idea but can't make it work comfortably or in a way that doesn't need fussing).

I say it depends on the outfit Sometimes I leave them long as Zap shows, sometimes I let a bit peek out if the outfit needs an extra bit of color/print, and sometimes I push them all the way away if the jacket makes enough of a statement on its own.

I actually wear a long sleeve top and pull the sleeves over. See below. This was a K/R on the gibson jacket and the bag, which was never posted.

I kept both.

I often like to scrunch the sleeve underneath a bit, so that it still shows a few inches, or fold up the cuffs a couple of times for a similar effect. I like the visible layers.

I've wondered about this too. I'm so glad you asked and I will be watching this thread. I usually scrunch my sleeves but they invariably end up sliding down.

I have a couple of jackets, including the Gibson blazer Angie recommended, with 3/4 length sleeves (some scrunched, some not). I was wondering about the logistics of layering long sleeve tops under it. What to do with the sleeves - push them up so they don't show at all, or only a little? Or let the whole sleeve be visible, which might look a bit strange?
