The green tunic is short for a dress but maybe you are wearing it over something or for casual. The shirtdress of course is a little more formal due to tailoring but I agree, due to seasons, air conditioning, if the fabric is comfortable you can wear it. So, for example, if the olive dress is a synthetic fabric it might not be as comfortable in the hottest weather even though short-sleeved.
