I think it is length. If they're riding too low on waist, you might take up waist and get some length adjustment that way. I have a similar problem with my EF. Pants I posted-- with flats I feel they're too long and make that poof. In these styles there is not a fitted calf that " scrunches" as Rae requests and so there is just whatever droop and drape. Hemming would require removing the elastic and repositioning or doing without and creating a tapered hem, I think, but the experts should weigh in.
