I decided to hang it back up and try again another day. The high hip is what forces it up up up. If I can anchor it on my hips (and the belly is being agreeable lol) it stays put on them. I have this issue with all my skirts, low-rise, high-rise, stretcy, non stretchy, fit or flared. I didn't think it was because of the high hips but I see that now. I don't wear skirts much often and prefer dresses, but I wouldn't toss that skirt of yours.
