That's an insane price tag.</p> <p>A scarf for fabric , a plastic wide headband you can usually find in craft stores - try kids sections in Kmart type stores too, sometimes they have plastic bows but you can just take it off. Cut the scarf who or so inches longer than the headband. Then wrap it in quilt batting. Then separately fold the fabric, basting it to keep the folds. Lay it on top and baste to the batting. Then attach the lining to the underside. Also, there is a comb to help keep it on. Execution is everything. Rachy, there must be a way to do this with fabric and a glue gun, some sort of base to fit on the head is needed. My first thought is a plastic headband...maybe several identical ones arranged side by side to get the width you want and superglued together, then reenforced on top. Maybe with layers of glued on fabric. I think your main fabric could be hand pleated/arranged on tag board or something plyable, then glued to the headband base. Do the same thing with the liner fabric, gluing to the middle of the bottom side. For that price, it is worth a try.
