I totally understand your dilemma because I also walk to work in the winter. My solution has been a snood/infinity scarf thing that looks like a scarf, but can be pulled up over my ears or over my head depending on how much warmth I need. If you google "hood scarf" or "snood scarf", you can see lots of different types.
