Our income tax is much higher too. Granted, at that time, I was unable to purchase anything over that price point, so I never ran into a situation where I paid tax on clothing. I guess now that amount doesn't go very far! (We get the occasional no sales tax weekend up in Massachusetts, once or twice a year.)  I used to live there. But was not into shopping at all then.
