I have had a couple of sort jersey maxi dresses with as you describe pintucks just under the bust. when you wear a belt lower they tend to create a little pouf of fabric between belt and pintucks. the longer you wear it more fabric goes into the pouf and you end up witha bit of fabric hanging over the top of the belt.
