I bought a selection of 'Second Base' half-camis (Angie had recommended that brand a while ago) and I use them several times a week underneath any t-shirts, dresses, sweaters etc. that I feel need the extra coverage. Perhaps your daughter could look into purchasing some, as they will dramatically increase the number of dresses she can choose from. They have many of their dresses in petites' sizing. A lot of the offerings will be too short, but they do have some longer things, and the designs are often very interesting. You have to look a little harder for dresses with sleeves, but there are quite a few. Necklines are usually fairly modest as well. Do watch out for the skirt lengths; my single biggest complaint with Modcloth skirts and dresses is that many are 4-6" above the knee on their average-height models. But not all! I wear this one all the time, and I'm 5'9". They were more concerned with feeling good in their clothes, as in fitting in with their group and dressing modestly.
